Co-chair of strategic planning explains how all citizens fit into process

Organizers of the Clark County Strategic Development Plan want every community member to be part of the planning process.
Dr. Wesley Kluck, one of the co-chairmen of the Clark County Strategic Planning Organization, said each of the six subcommittees has a place for any interested citizen. “Each resident of Clark County can be a member of every committee,” Kluck said.
Some citizens have voiced some confusion after the last community meeting, he said. “They think the leaders and advisors of the committees are the whole committee. That’s not so.”
Leaders were appointed for each subcommittee to provide guidance at the monthly meetings. “I’m not going to be able to run all these meetings,” Kluck said. By appointing leaders, there will be persons in charge to keep order and accomplish goals.
Advisors were also appointed to each committee. “These are persons with special expertise in that particular field,” Kluck said. The advisors will be sharing their knowledge with the committee members. Each committee will also include college and high school students to make sure opinions from all segments of society are included, he said. “Everyone’s voice will be heard. The best ideas voiced will be the ones chosen for the plan.”
Each of the subcommittees will decide their own goals, Kluck said. “These subcommittees are avenues to dream.” As the meetings progress, those dreams will be pared down into practical, workable projects, Kluck said.
Once each subcommittee is finished, recommendations from the six subcommittees will be joined to form the county’s Strategic Development Plan, Kluck said. “If the people write the plan, it will be workable, but it will be work. We’ll all have to be involved in the implementation of the plan.”
The leaders of the subcommittees are: Education: Kenneth Harris, Stan Miller and Bobby Smithson; healthcare: Chester Clark, Larry Thomerson and Margo Green; housing: Tom Calhoon, Jim Andrews and Jon Capps; economic development: Carlos Zamudio, Martha Dixon and Lonnie Jackson; tourism: Rick Mays, Fred Phillips and Nikki Jackson; leadership: Clark Easter, Estelle Forte and Billy Tarpley.
The advisors to each subcommittee will be announced as soon as they are confirmed, Kluck said.
The next strategic planning meeting is scheduled for Sept. 12. The location of the meeting has not yet been determined.
